Comments: This was the first time I tried this recipe, and it was greeted with something less than enthusiasm. Ivan thought it tasted too much like sour cream. Rundy called it edible. Children who do not like green pepper found something else to eat. I think if you like Mexican-style food you will like it. I am going to keep it in my files for those times when it seems like we’re having the same old thing, over and over. You may want to double the chili powder, as I halved it. 2 pounds 90% lean ground beef
1 1/2 pounds onions — chopped (4 cups)
1 5/8 pounds green peppers — chopped (4 cups)
1 cup water
2 tablespoons chili powder
2 2/3 tablespoons ground cumin
2 tablespoons sugar
2 teaspoons dried oregano
4 (14.5-ounce) cans canned diced tomatoes and green chiles — undrained
4 cups long-grain rice — (12 cups cooked)
8 cups water
2 16 ounce cartons fat-free sour cream
1/2 pound green onions — sliced (2 cups)
1 cup skim milk
12 ounces sharp Cheddar cheese — (3 cups)

Chop onions and green peppers. Slice green onions. Grate cheese. Put rice
and water into a pot. Cover and bring to a boil; reduce heat and simmer
for 10 minutes. Set aside.

Preheat oven to 375º.

Cook first 3 ingredients in a large nonstick skillet over medium-high heat
until meat is browned, stirring to crumble. Add water and next 6
ingredients (water through chiles); bring to a boil. Cover, reduce heat,
and simmer 10 minutes. Uncover and simmer an additional 2 minutes. Remove
from heat; set aside.

Combine the rice, sour cream, sliced green onions, and milk in a bowl.
Spoon rice mixture into 2 15×10 baking dishes. Top with beef mixture;
sprinkle with cheese. Bake at 375º for 10 minutes or until thoroughly
heated. Let stand 5 minutes before serving.

Original recipe called for 4 cans diced tomatoes and 4
cans chopped green chiles, also for reduced-fat sharp
Cheddar cheese, which I never buy because it is much more
expensive.
